SAM-QFS: Duplicate VSNs Between the SAMFS Catalog and Historian Catalog

Reported in the sam-recycler log file, while attempting to run sam-recycler:
Changes
At some point in recent weeks, 3 VSNs were removed from the t10000b library (1000) and then added back into to the t10000c library. The tapes were removed from the tape library Cap and put away in outside storage, and an entry was made in the Historian to continue tracking these tapes. At a later date the tapes were added back into the tape library, without going through SAMFS, which a new tape audit then showed the tapes in the tape library and the Historian.
