Symptoms

VTCS CONFIG fails with this message for each RTD being defined but the message is only issued for some of the VTSSes:

SLS6656E CONFIG ERROR: VTSS:VSMCW RTD:0409 NOT ALL VTSSS HAVE THE SAME HOST ACCESS

Changes

Added RTDs that will be shared among all defined VTSS boxes.  Prior to this, RTDs were not shared.
