ODA Core Key Reported Incorrectly by OS (Doc ID 1902338.1)

On ODA V1 running v2.8 Bare metal installation.

Core key was applied using oakcli.
After both nodes rebooted, the OS reports the wrong number of processors:

> oakcli show core_config_key

Host's serialnumber = 1140xxxxxx
Enabled Cores (per server) = 8
Total Enabled Cores (on two servers) = 16  <<=======correct value
Server type = V1 -> SUN FIRE X4370 M2
Hyperthreading is enabled. Each core has 2 threads. Operating system displays 16 processors per server

> cat /proc/cpuinfo| grep Xeon | wc -l
24 <<====Returns incorrect value; Expect to see 16
