Adding network association to proxy controller fails on check connectivity (Doc ID 1910659.1)

Symptoms

When you attempt to associate a new network with a proxy controller the job fails and messages similar to:

07/22/2014 01:51:33 PM MEST ERROR Failed to determine the network address reachability of IP address 172.18.0.0. (81131)
07/22/2014 01:51:33 PM MEST ERROR Failed to check connectivity to the specified IP address, 172.18.0.0 (81130)

Are seen in the job log

Changes

 No additional triggers, an attempt to cause a configuration change results in failure.
