Sun Ray 3 plus continuously Reboots with 'Programming Smart card Controller' message

Sun Ray arrived with default firmware - MfgPkg_4.2_38_2010.


While attempting to upgrade the Sun Ray Operating Software (SROS) on a new Sun Ray 3 plus, a message saying 'Programming Smart Card Controller' appears on the display.  In this state, the user can also see an OSD code '3 B' at the bottom-right corner of the window and a message saying 'DO NOT POWER OFF!

The screen goes black for several minutes, during which the power LED occasionally flash orange, before the display blanks after 15-20 seconds 

The unit then reboots, and begins an endless loop starting with the 'Programming Smart Card Controller' message described before.  It does so just before filling in the last dash in the progress bar.
