Solaris Cluster SUNW.oracle_server Resource Fails to Start with "ORA-38760: This database instance failed to turn on flashback database" (Doc ID 1917564.1)

Symptoms

The Solaris Cluster resource group which include database ‘SUNW.oracle_server’ resource was disabled. Starting the database manually was possible.
But the following error was preventing the cluster from starting the database.
