Oracle VM VirtualBox: Guest OS (Windows 2008 / Windows 7 ) Fails To Shutdown When the VM is Configured with Multiple Virtual CPUs

Information in this document applies to any platform.
Oracle VM VirtualBox (on any supported platform) is hosting Virtual Machines (VMs) with Guest OS such as Windows 7 or Windows 2008 64bit. These VMs be configured to run with 3 or more virtual CPU.
When a VM is attempting to reboot by itself based on the configured settings, the Guest OS would not be able to shutdown normally. The screen simply remains at the "shutting down..." or unresponsive state, but never shuts down.
