Symptoms
During VTV mount processing it was noticed that mount times were being extended. When issuing the 'D ACT DET' command, the output showed that the VTV was being transferred from one VTSS to another. This should not happen because the VTV was resident in one of the Online VTSSes.
VTV transfers are happening between VTSSes when the VTV in question was already Resident in another VTSS in the cluster.
