Wrong Status For VTV After Using IMPORT with OWNRPLEX (Doc ID 1928773.1)

Symptoms

Performing a CDS split using the IMPORT utility with the OWNRPLEX parameter.  This should recognize if the OWNRPLEX is equal to THISPLEX, and if so then the Import flag will be left off.  This did not work and caused VTVs to be left with the IMPORT flag on.  This is a problem for applications modifying old VTVs since VTCS won't allow modifying imported VTVS.

Using IMPORT with the OWNRPLEX parameter may leave undesired results.

The VTCS IMPORT utility incorrectly assigned VTVs with a status of IMPORTED when using the OWNRPLEX parameter.  While the manual states that if OWNRPLEX is equal to THISPLEX then no flags are carried over, the code did not correctly do that.
