ACSLS - Cannot Enter Three Absent Tapes Back Into SL8500/ACSLS

Symptoms
Unable to unlock the CAP with tapes in it.
Three tapes were removed from three drives mounted in an SL8500 Library. ACSLS shows them as absent (as expected).
The tapes were inserted into the CAP, the SL8500 sees them, ACSLS has requests pending to recover the tapes,
the CAP shows status of ENTER, but the tapes are just sitting there. ACSLS has not commanded the SL8500 to put them away.
The cap is currently locked pending the requests.
Unable to unlock the CAP from the SLConsole. It was getting an error like "Invalid response - reserved by another request".
The customer did not find any Enter or Eject process running. This was after ACSLS was restarted in an attempt to unlock the CAP.
Changes
Tapes stuck in tape drives were removed from the library when they were manually removed from the tape drives
