Symptoms

Can't connect VTSS using ECAM over IP.

Bringing up HSC with a VTSS defined via ECAM/IP and getting the following errors:

SLS6979E VTSS vtssname TCP/IP CONNECT   error -1 13 EACCES              
SLS6980E VTSS vtssname Connection 1 failed to establish                 
SLS6984I VTSS vtssname Connection 1 ip.address.1   61000 0              
SLS7502I VTSS vtssname Connection 1 closed                              
SLS6979E VTSS vtssname TCP/IP CONNECT   error -1 13 EACCES              
SLS6980E VTSS vtssname Connection 2 failed to establish                 
SLS6984I VTSS vtssname Connection 2 ip.address.2   61000 0              
SLS7502I VTSS vtssname Connection 2 closed                              
SLS6985I VTSS vtssname 0 of 2 IP Client task manager connections ready
