Virtual Machines Fail to Start on VirtualBox 4.3.14 or Later Hosts Running Windows 8.1 (Doc ID 1953778.1)

Symptoms

Both new and existing Virtual Machines (VMs) cannot be started after upgrading to VirtualBox 4.3.14 or later on Windows 8.1 x64 hosts.

For example, users double-clicking on a stopped VM in the Administration GUI are presented with a pop-up containing CLI arguments and a message that it failed. Restarting the system does not fix the issue, nor does un-installing and reinstalling 4.3.14.
