Symptoms
Scratch VTV is allocated in a VTSS assigned priority 0 via VTSSLST.
VTCS is allowing scratch mounts to go to a VTSS that has a VTSSLST Priority 0 in the MGMTDEF or possibly even allocated to a physical tape drive.
