Symptoms

Running SLUADMIN INITIALIZE Utility does not appear to initialize volsers.

Using the SLUADMIN INITialize Utility.  It ended with RC=0 however none of the volumes were initialized.

SLS0155I Condition Code For Utility Function Is 0
