SL150 - Library Is Showing Offline in GUI. Close Magazine Requested but Magazine is Already Closed

Symptoms
Library is offline, at that time the drop down box does not work in GUI. Only solution is to restart the library.
Magazine in Module 10 showing in logs as being open when it is in fact closed.
