Symptoms

A resource control has been set for a user via /etc/project but after the user logs out and logs back in, it has not taken effect for their processes.  The example that we will use in this document is process.max-file-descriptor - the maximum number of file descriptors available to a process.

Starting with the default privileged limit of 65,536...
