Oracle database startup on Solaris fails with ORA-27102: out of memory (Doc ID 2031393.1)

During Oracle database startup, it failed with the following:

Further truss(1) on the failed process revealed that the database was trying to memcntl(2) 8GB of Optimized Shared Memory(OSM), while the system was still having 26GB of freemem.
