Symptoms

On M4000/M5000 systems, cases have been observed where all major components as MBU_A, CPUM#[01]-CHIP#[01], MEMBs, and IOU#0 have been marked as Deconfigured in XSCF view, while nothing is Degraded or Faulty.

As a result, platform domain(s) cannot boot. See the following scenarios from snapshot data:
