Symptoms
This doc descibes a specific example of a more general performance / latency issue, which may affect any workload.
Here we have an Oracle Databases moving data between three different DB instances with the Oracle "DB link" feature. This data transfer reported high levels of latency - of 70-100 milliseconds vs. the expected 5-10 milliseconds, and of course much reduced throughput as a result.
This impacted overall database performance and resulted in end-user complaints about response times.
Changes
Nothing really changed, although it is likely the overall database workload had increased somewhat, with the overall impact enough to trigger user complaints.
