Oracle DB link latency / performance issues on Solaris

Symptoms

Oracle Databases moving data between three different DB instances with the Oracle "DB link" feature reported high levels of latency - of 70-100 milliseconds vs. the expected 5-10 milliseconds.

This impacted overall database performance and resulted in end-user complaints about response times. 

Changes

Nothing really changed, although it is likely the overall database workload had increased somewhat.
