OCUDR PNR Queueing Information

If the OCUDR fails to deliver a PNR, the message, by default, is queued for 30 seconds to be retried.  What are the rules that govern the handling of PNRs that are generated subsequently during this 30 second queue?

That is, in the case when another provisioning update for the same subscriber is received by the OCUDR, if it is able to successfully deliver the second PNR immediately, what does it do with the one already queued? Is it also sent immediately?
