Eagle Still Sends IDP Traffic to a Destination Despite the Receiving of "SSN 146 Prohibited"

We have 2 IN nodes (SPC 4124 and 4125) connected to both of our STPs.
We were testing the scenario of “SSN 146 prohibited” however it does not work as we expected it.
As you can see in the trace SPC 4124 sends the “SSN 146 prohibited” to the Eagle, and we expected that both STPs will not send anymore traffic until 4124 would send a “SSN 146 allowed” .
But as you can see in the trace, STPs still send traffic for it. Could you please let us know why?
