ACSLS - Commvault Gets STATUS_VOLUME_NOT_IN_LIBRARY Error and Loses Track of Tapes

Symptoms
The Commvault backup application is randomly getting STATUS_VOLUME_NOT_IN_LIBRARY error during a SET SCRATCH operation. This happens after the the same volume has been previously used in a successful mount and a successful dismount operation. Commvault calls the SET_SCRATCH process each time a volume is dismounted from a drive. This is to ensure that the volume goes back to the Commvault scratch pool.
There is another backup application that is sharing the library with Commvault. This backup application uses volume access control to manage its volumes in the library. Thus, in this backup environment, both the owner ID and scratch pool attributes are verified by ACSLS each time a client application requests for a volume.
