STA - Unable to Connect to the Weblogic Console from Any Browser

Symptoms
Cannot access the Weblogic console via any browser. However, the STA BUI is accessible without any problem.
The Weblogic server is running and is listening on ports 2019 and 2020. ( Note the changing IP addresses ):

<Channel "Default[4]" is now listening on 169.222.333.444:7019 for protocols iiop, t3, ldap, snmp, http.>
<Channel "DefaultSecure[2]" is now listening on 10.111.222.333:7020 for protocols iiops, t3s, ldaps, https.>
