ACSLS - Cannot Mount or Eject Volumes in Inaccessible Cells

Symptoms
Customer has several tapes in positions 1,3,23,*,0 that are 'not accessible' to ACSLS. ACSLS cannot mount these tapes. The tapes can be ejected using the SLConsole 'recovery move' operation.
But when the tapes are inserted back into the library using ACSLS, the Enter operation fails with a "duplicate label" error.
