Eagle [R46.0.1] - HIPR2 Effective bit rate High during the Upgrade with HIPR2 High Rate Mode Feature disabled (Doc ID 2095733.1)

Symptoms

Customer performed upgrade from R44.0.4-64.34.24 -> R46.0.1-65.26.26. Eagle equipped with HIPR2 cards and E5-OAM as a front-end hardware.

In the beginning of network conversion (Phase 3) after both IMT buses were flashed and initialized to run target release GPL(s), Eagle started reporting the Effective Bit Rate =“HIGH”.
