Why are there fewer ZFS snapshots from time-slider than there should be? (Doc ID 2098961.1)

Symptoms

With the Time Slider schedule set to create periodical snapshots, one expects a certain number of snapshots being created over a period of time. However, at times, the number of snapshots observed  is less than expected.
