Acme Packet 6300 NIU (or TCU) does not power up (Doc ID 2100618.1)

Symptoms

This issue can be identified via several different means

Physical Indication

The blue H/S LED, which indicates whether the NIU (or TCU) is seated properly, is illuminated.  This LED is located on the bottom right of the NIU (or TCU), and is visible from the rear of the chassis.
