The same problem could not be reproduced on a T7-1 test system, although the T7-1 had half the number of cpu cores compared to the T7-2, which may be relevant for what seems to be a timing / synchronization issue.
Symptoms
Although the tape drive is not automatically configured during at boot time, it can be configured, and made available, by power cycling the tape drive after the system has completed booting:
