Symptoms
ACSLS is not completing its start up routine because of this database error:
ACSLS cannot connect to the Postgres database because it cannot access the ODBC driver file, /export/home/acsdb/ACSDB1.0/lib/psqlodbcw.so.
/export/home/acsdb/ACSDB1.0/lib/psqlodbcw.so exists and has the correct permission and ownership attributes.

ACSLS server was rebooted
