Symptoms
On a ZFS rpool environment, lucreate failed with the following error messages:
cannot mount '/': directory is not empty
property may be set but unable to remount filesystem
ERROR: Unable to create a duplicate of <rpool/ROOT/PBE> dataset in PBE. <rpool/ROOT/ABE> dataset in ABE already exists.
ERROR: Unable to copy file systems from boot environment <PBE> to BE <ABE>.
ERROR: Unable to populate file systems on boot environment <ABE>.
Removing incomplete BE <ABE>.
ERROR: Cannot make file systems for boot environment <ABE>.
