BDA Node Does Not Come Up After Powercycle Stuck Reporting"There are offline or missing virtual drives with preserved cache." (Doc ID 2122609.1)

Symptoms

A BDA node does not come up during powercycle. Checking the status in the ILOM shows it is stuck with the below message:

Foreign configuration import did not import any drives.

There are offline or missing virtual drives with preserved cache.
Please check the cables and ensure that all drives are present.
Press any key to enter the configuration utility.

Additional symptoms show:

1. From the ILOM snapshot the powercycle did not get to the host OS yet for boot:

2. The console log contains no related information.

3. The disk in slot 1 is bad because the LED is on but otherwise there are no other hardware faults.
