BDA Node Does Not Come Up After Powercycle Stuck Reporting"There are offline or missing virtual drives with preserved cache."

A BDA node does not come up during powercycle. Checking the status in the ILOM shows it is stuck with the below message:

Please check the cables and ensure that all drives are present.

Additional symptoms show:
1. From the ILOM snapshot the powercycle did not get to the host OS yet for boot:

2. The console log contains no related information.
3. The disk in slot 1 is bad because the LED is on but otherwise there are no other hardware faults.
