A faulty DSM card is replaced with a new one.
The new DSM card does not come up in-service. It starts to load the Eagle Database (DB) and then gets stuck in DDL NoXL status.
Then it is noticed that all DSM cards and most of the IPSG cards are in status DDL Unstable
