Secure Global Desktop User is Unable To Change the Expired Password due to error "Password updates are not allowed" (Doc ID 2128932.1)

Secure Global Desktop (SGD) User may see a message 'You are required to change your password' during the login process but then the password change may fail with an error 'Password updates are not allowed'.
