ipfilter: prevent ipfilter standard behavior from flooding syslogd facility local0.warning with IPMON logging messages (Doc ID 2135696.1)

By default , ipfilter is using the local0.warning facility to write its logging to. Depending on the number of ipfliter rules, this results in a lot of messages tagged with "IPMON" going to local0.warning .

Syslogd facility local0.warning  is also used by many other services. The default ipfilter setup results in lots and lots of messages going to the console and messages files.  On most platforms, this results in pushing out important debugging information out of the cyclic console buffers, before we have had the change to save those important debug messages.
