ACSLS - SMCE Service Keeps Going Into Maintenance (Doc ID 2139427.1)

Symptoms

Customer did an acsss disable, then came back after a while and did an acsss enable.
They noticed that acsls cmd_proc -ql queries came back fine but OSB is not able to talk to the library through ACSLS.
The sg_map -i -x is not seeing the library.

Customer rebooted the OSB media server, but it did not help.
On the acsls server, they did a few acsss shutdowns/enables, smce service keeps coming up in maintenance mode.
Rebooting the acsls server also did not help.
Secure site, was not able to provide log files.
 

Changes

 The customer upgraded their Java version last week but no other changes
