Eagle Alarm 0451 RTDB Reload is Required (Doc ID 2142048.1)

Symptoms

On : EAGLE 45.0 version, Eagle 5 - STP (Production)
Following alarm is observed:

0451 ** CARD 2315 SCCPHC RTDB reload is required

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to STP
2. Run Rept-stat-trbl:display=timestamp
3. In command output; there should be an alarm: 0451 - RTDB reload required

BUSINESS IMPACT
-----------------------
The issue has no business impact. There are 23 SCCP cards in the system and one card requiring reload may not cause any issue.
