Processes can hang behind threads waiting in as_rangelock() (Doc ID 2143249.1)

Should the issue happen, threads can indefinitely wait in as_rangelock() although there is no candidate thread to wake them up.

 As a result, hung processes cannot be killed even with SIGKILL.
