BI Publisher JDBC Connection to Oracle BI Server Data Source Does Not Return Data and Gives Error: Could Not Establish Connection

Using OBIEE 18.104.22.168.150120 version and BI Publisher/Xmlpserver, and attempting to set-up Oracle BI Server as a Data Source for BI Publisher. Created a JDBC connection and the following error occurs:
Could not establish connection.
The issue can be reproduced at will with the following steps:
1. Go to: /xmplserver URL
2. Select Administration > JDBC > Update Data Source: Orcle BI EE
3. Set the following:
Driver Type: Oracle BI Server
Database Driver Class: oracle.bi.jdbc.AnaJdbcDriver
Connection String: jdbc:oraclebi://10.111.11.111:9713/
Check "Use System User"
This error occurs with multiple variations of the connection string (i.e. hostname, fully qualified host name or IP). When this issue occurs, the following errors are seen in the bipublisher.log:
