ACSLS - Is Not Assigning Tapes To The Correct Pool or Owner ID

Symptoms
The Administrator removes tapes from their tape library, which are stored away for awhile.
When these tapes are returned to the tape library, some time later after ACSLS has retired the tracking of these tapes, the tapes are entered through the tape library cap and assigned to SYSTEM pool and owner instead of the original pool and owner, where they were originally assigned.
The Administrator has to manually reassign them to the proper pool and owner.
