Users launching Secure Global Desktop applications get a " NoTCCResponse" error

Symptoms
Users find after they login to Oracle Secure Global Desktop (SGD) on a supported Windows client, they cannot start any applications and get the Error:
Launch failed NoTCCResponse
Logging out and back in does not resolve the issue. Users have to reboot their client to stop the error occurring.
NOTE: When the problem happens, after the user logs out of SGD, The TCC client icon (on the Windows Task bar) was still displayed as "connected" and will not exit.
