Symptoms

The customer could not log on on the Eagle and all IP links were down.
TDM links were working fine
The issue appeared twice.
For the first incidence, the issue restored on its own. For the second incidence the customer has replaced the HIPR2 at 3210, HCMIM at 1211, 4201
