Login hangs at the Secure Global Desktop "Loading" Page and "tarantella status" returns "not accepting connections"

Users may frequently run into the issue that they cannot login to Secure Global Desktop (SGD).  After entering their login credentials, it hangs at the "Loading..." page.  Also, the standalone SGD server (or if a SGD Array is used, one or more of the SGD servers in the array) may show status as "NOT Accepting Connections". e.g.


Restarting SGD server stops the problem from happening but it will eventually return.
