Oracle HSM: Archive Copies Not Being Archived To Tape

Symptoms
For some time now, copies 1 and 3 (of 4) on the customer's large archive set, are not being archived to tape. Copies 2 and 4 are successful.
Usually when we see these type of problems, the first thing we look for is a lack of tape media space or tape media not large enough to handle the amount of space needed to store the data. We can use the 'archive -lv' command to look at this. After reviewing the output of the 'archiver -lv' command, we can see that the tape resources are healthy. In other words, there is tape space available for the specific copies the customer is concerned with.
We can also review the archiver.cmd file or again, use the output of the 'archiver -lv' command and look for the 'Archive Set Copy Parameters' for the scheduling of the different copies, to see if there is a difference in the 'startage', startcount, startsize settings, that may be coming into play. For this particular incident, there wasn't a difference. But if there was, one of those parameters could cause a specific copy to be made at a different time than the others.
HSM looks to be running and healthy.
