Symptoms

On : EAGLE 46.0 version, Eagle 5 - STP (Production)

Eagle Software Upgrade Failed in Phase 0 when executing the convertstp command.

  Source Release: 46.0.3-65.26.29
  Target Release: 46.3.0.0.2-68.28.0

ERROR: Platformenable or oamhcmeas must be configured as ON, Otherwise Upgrade can not proceed
