This issue is primarily seen during upgrade to ODA 12.1.2.9.0, however the solution is applicable to other ODA versions as well.

Symptoms

 Fail to upgrade local disk HDD_LOCAL's firmware during ODA patching 12.1.2.9.0.

 upgrade to 12.1.2.9 (or in general an ODA upgrade)
