Registration count drops after configuration change is activated

Symptoms
Oracle Session Border Controller (SBC) running SCZ730 looses registrations after a configuration change is activated. The following is an example of the logs when the problem occurs:
cli.audit.log:
2017-01-31 22:02:19.600 TaskID: 0x00000076, admin@x.x.x.x : 'verify-config'
2017-01-31 22:02:21.568 TaskID: 0x00000076, admin@x.x.x.x : 'save-config'
2017-01-31 22:02:23.286 TaskID: 0x00000076, admin@x.x.x.x : 'activate-config'
and also, the log.sipd or log.sipd.x will show the following entries:
