Secure Global JNLP client fails to start with Exception of "Failed to validate signing of launch file" (Doc ID 2248643.1)

Symptoms

After upgrading from Secure Global Desktop (SGD) 5.2 to SGD 5.3, some users using non-java plugin browsers (such as Chrome) may report SGD JNLP client fails to start with Exception as below:

After further clarification, the customer may find that the problem does not happen on the clients where the SGD JNLP file has never been downloaded.
