Importing Configuration Savepoint from Version 2 to Version 3 Causes Users Not to See All User Roles Regardless of Their Permissions (Doc ID 2259330.1)

Symptoms

System was migrated from version 2 to version 3 using the configuration savepoint to restore the configuration.

System uses User Roles functionality.

User defined as belonging to i.e. Administrator role (for easiness having all the available permissions present), when navigating to User Roles configuration page, does not see other present user roles except his (in this sample Administrator).

Whereas admin user (note: this user always sees all/everything possible, his permissions do not play a role) can see full user roles list.
