ACSLS - VARY ACS ONLINE Fails Due to a Dismount Failure Error

Symptoms
ACS 0 and ACS 1 went offline after the library access door was opened.
(The field engineer was repairing a failed robot in ACS 0.)
After the robot was repaired and the door closed, ACS 0 came online but ACS 1 remained offline.
Here are the error messages when trying to vary ACS 1 online:
'vary acs 1 offline force' followed 'vary acs 1 online' did not clear the problem.
