After Upgrade to Secure Global Desktop 5.3, Login Fails with Error: "Failed to open DH parameters file"

After a recent installation of Secure Global Desktop 5.3, the SGD Administrator may receive reports that users are unable to successfully connect to the application. In this scenario, the login dialog appears to accept the user's credentials (username and password) but the user's workspace is never rendered. In clients configured to use Java Web Start, the jnlp is never presented, and the client will not start.
Review of the SGD log files (found by default within /opt/tarantella/var/log), will yield the following message captured within the error.log file:
This problem may be confirmed with review of the /opt/tarantella/var/tsp directory, showing that the expected dhparams.pem does not exist, is corrupted, or simply cannot be found.
